Position: Project Manager - Water & Wastewater
Location: Cary, NC & Charlotte, NC
CJS Conveyance is seeking an experienced and motivated Project Manager to lead water and wastewater conveyance projects throughout North Carolina. This role is responsible for managing projects from planning through construction, coordinating multidisciplinary teams, and serving as a primary point of contact for clients and stakeholders.
The Project Manager will oversee projects that include large diameter gravity sewer, water transmission mains, urban water and sewer replacements, elevated storage tanks, and pumping stations. Successful candidates will demonstrate strong technical judgment, clear communication, and the ability to manage scope, schedule, and budget while mentoring junior staff and supporting business development efforts.

Primary Responsibilities
- Serve as Project Manager for water and wastewater conveyance projects with responsibility for scope, schedule, budget, and quality control
- Lead internal project teams and coordinate task assignments and deliverable production
- Serve as a primary point of contact with clients, regulatory agencies, subconsultants, contractors, and the public
- Oversee preliminary engineering evaluations, technical reports, and facility planning efforts
- Manage development of design documents including plans, specifications, and contract documents
- Review and guide engineering analyses and design approaches prepared by project staff
- Direct preparation and submission of regulatory permit applications and coordinate with reviewing agencies
- Develop and manage opinions of probable construction cost and project schedules
- Lead bid phase services including pre-bid conferences, addenda, and bid openings
- Lead construction administration including review of RFIs technical submittals, pay applications, and other construction documents, and assist with field coordination
- Participate in proposal development, project interviews, and client presentations
- Contribute to the growth and development of our engineering team through participation in area recruitment and mentorship of junior staff
- Support expanding business development efforts by building/maintaining client relationships, participating in networking events, and identifying new project opportunities
Position Requirements
- Bachelor’s Degree in Civil or Environmental Engineering from an accredited university
- Eight or more years of experience in water and wastewater engineering with demonstrated project management responsibility
- Licensed Professional Engineer in North Carolina or ability to obtain NC PE license through reciprocity
- Experience managing multiple projects and coordinating multidisciplinary teams
- Proficiency in Microsoft Office
- AutoCAD experience with Civil 3D preferred
- Familiarity with GIS or demonstrated ability to apply GIS tools in project delivery
- Strong verbal communication and technical writing skills
- Valid driver’s license
